I agree here. It depends on the context. The natural inclination is to
include "Drupal" or "handbook" in a title when it may not be needed. But
there are specific instances where it certainly seems to fit, such as
About the handbook
Places where it could obviously be removed
Drupal modules and features
A blog for every Drupal user
Drupal as a news aggregator
The goal here, I think, is to get the handbook contributor to think
about whether it is necesary rather than restrict all usage. Here's the
revision
"Use short descriptive titles to label your handbook entry. Avoid
redundancy; it is not typically necessary to use the word Drupal or
Handbook in your title since you are already obviously talking about
Drupal and your documentation is already obviously a part of the Handbook."
