These look great as far as covering the bulk of what we want to do.  I 
think Developer's Guide should just be Developer Guide.  We don't need 
the possesive.  It's more consisten.  There is a little info that is 
not covered here:

-About the handbook
     * Commenting on the handbook pages
     * Copyright and licensing
     * Book contributors
	
- Documentation writer's guide
     * Authoring guidelines
     * How and when do I update a page?
     * How to add a page to the Handbook
     * Adding screenshots

I think these could get folded into another root book:
-About the Handbook
	* Editing
		-Authoring guidelines
		-How can I contribute
		-Book contributors
	* Copyright and licensing

One could argue that this should be placed under a developer's guide 
but I think enough people are unclear about the handbook editing 
process that it should have top level placement.
