[drupal-docs] Handbook Root books

I agree. The purpose of the Drupal handbook is not just to provide 
documentation on drupal.org, but also provide documentation that site 
developers can revise/expand for their sites, whether this be end user 
or administration documentation. That's what the CC licensing is for :)
