I will let the debate flow on in the previous thread about our 
information architecture for the handbook.  But I think we are close 
enough to consensus to start working on a product.  I would like to 
propose a couple next steps:

1. Set up an alternate un-promoted set of books on drupal.org that will 
eventually move over to /handbook and become the new handbook once they 
are ready for prime time.  This will require one of the admins creating 
a couple new categories for our books to live in.

2. Establish a documentation freeze.  Prevent any further authoring or 
commenting to the current handbook.  Redirect people to this mailing 
list if they want to help.  Once we get the new handbook up we can turn 
back on commenting and user editing and establish a future workflow for 
edits.

3.  Begin aggregating documentation efforts from multiple sources on 
drupal.org (handbook and forums), dev.bryght.com, CivicSpace, Purdue's 
OSDDP.

4. This isn't really a step, just a note.  We should try to maintain 
author credits where appropriate.  If you completely re-write a 
document, give yourself authorship, but if you just make some edits to 
a page to get it up to 4.6 snuff, then don't assign yourself as author.

I think this process will allow us to quickly establish a new handbook 
and prevent us from having to do allot of copying and pasting (or sql 
imports) down the road.  What do people think about that?  It would 
especially be good to get input from the drupal.org admins who would 
have to implement some of this.
