Yes, the wiki with announcement of URL is probably useful. We have done
some work on this at http://support.bryght.com/supported-modules -- but
did that when we first set up the site and haven't gone back and flesh
it out. Once completed, these descriptions can be placed in the Shiny
New Handbook v2 that we are still discussing.
Everything on the wiki is under Attribution-ShareAlike, as is all
Drupal.org documentation, so hopefully that will work for you.
Also, module descriptions are really only one part: the "stated" uses
of modules are not necessarily the be all and end all, since they can
be combined in interesting ways to reach other needs. For instance, the
article.module is a great substitute for /node for those people that
don't want to have a river of news style front page. But I digress...
Yes, I am somewhat to blame for kicking off interest in documentation.
Lots of other people have (luckily) picked up the torch, since my time
has become constrained of late.
