I'd have to agree with this statement, too. I can imagine a lot of 
people using news aggregators would be annoyed by having the blog name 
prefixed in front of the title (I know I would be).

Besides, Drupal's current implementation meets the RSS 2.0 specification:

One of Drupal's main design principles is to work "toward" adhering to 
web standards. Discussing moving away from a web standard seems 
counterproductive, IMHO, and would require a general change in 
philosophy about how Drupal should be designed.  Thus, this dicussion is 
moot. Might as well suggest that Drupal should do away with nodes (lol).
