[documentation] Capitalization in Drupal

I would like to see some documentation regarding when to use
capitals and when not to. Somewhere in the contributors guide
seems appropriate. Perhaps this node title could be changed to
simply "Strings" and it could be added here:
http://drupal.org/node/30785

I would offer to write some guidelines, but unfortunately they
would all be wrong... that's why I need this documented :)
