[documentation] handbook reorg

Personally, I don't think the handbook needs a re-org as much as it
needs just pruning. There are pages with 30 comments ( http://
drupal.org/node/15365 ) going back years, which just need to be
cleaned up. We need to make it easier for people to edit existing
pages. There should be faster authorization of site maintainers for
people who have demonstrated competence in documentation.
I'd rather see a list of the top ten support requests and then make
sure those pages are easier to find and well documented.
