A lot of folks are focused on the code freeze for 4.6, so responses
may be a little slow.

That being said, this documentation thing is all about
self-organizing. Get everybody who's interested together, get them to
join this list, and start creating/editing book pages. Notify the list
once you have created some pages, and site maintainers on the list can
review and approve the pages.

Also, while there might be some value in documenting/commenting
drupal.css, most classes are IIRC theme specific (that's the point --
using something like phptemplate, you have full flexibility and
control over what CSS classes/ID as well as HTML you use).

Hope that helps give you some ideas for getting started.
