A lot of the tasks which are on Drupal's To Do list can be done by the 
current development team - they have the skills required but just not 
the time, so they will get done... eventually. Putting some money 
towards these tasks will obviously get them done more quickly.

I think the money would be better spent hiring expertise that we just 
don't have in the development community, for tasks that will never get 
done because nobody has the skills required.
