Solution 1 -
http://drupal.org/node/14345  and the "Documentation writer's guide" 
get merged into a category that sits at the top of the list, above 
General Information about Drupal and is called "How to use the 
Handbook"

Solution 2 - Put a link to this page in the commenting mechanism on 
Book pages.  In other words put a little PHP into the theme that 
controls the comment creation that says
if (type of module that created this [nid] == 'book') {
	echo '<h2>Please make sure you read "Commenting on the handbook pages" 
before posting your comment. Bug reports or  feature requests do not 
belong here.</h2>;
}

I think # 2 is better.
