Online only documentation is always problematic. I would suggest
having dedicated places to work on shared documentation online is good
(and Drupal.org seems like the right choice), but online only is no
good.
I'd actually suggest that the help text discussion gets carried out on
the drupal-docs list...since those will be the people actually writing
and updating it.
These are the three things that help text MUST possess:
1. Must be easily editable outside of code (i.e. not hidden in PHP code)
2. Must be easily translatable
3. Must be easily editable/changable on a per-site basis, again with
no code changes required
