[drupal-docs] Drupal Handbook Authoring Standards

I would like to create a set of coding and formating standards for the 
Drupal Handbook.  I have created a first attempt here:

This page is not live, but I wanted to post it so that we can have 
something to work off of.  Once we get some sort of agreement on these, 
I will spend some time going through pages to check their formating.  
This will also help future book effort be consistent.

Please feel free to openly disagree with my proposed guidelines, I 
simply have set them out there as a possibility for how we might move 
forward.
