I used to have such a todo-list for myself too. And concluded that drupals
site structure for is admin/config is unfriendly. Thus started some work

I have now ported these initial thoughts and philosfies to a real site.

(the problem for non-admins, is that they see items, i made by hand, which in
normal cases they would not see. Next step is to code these items, so that
normal permissions are in place and hide these items for non-admins)
