[drupal-docs] Administrator's guide - Make Task Orientated

The Administrator's guide might work better if "Drupal modules and 
features" was replaced by several other task orientated sections, for 
example:

Content creation
Content syndication
User management
Statistics monitor
Search configuration
Cron configuration

Each section could then be used to explain features and settings, and 
what they can be used for.
