We actually wrote up a very minimal "new site checklist":

I believe it illustrates exactly the steps that need to be done, but
really, each point needs to link to more in-depth discussions about
each item.
Ben, anything you want to add/markup in the handbook...just go ahead
and do it. It goes into a queue and gets reviewed/approved. Ideally,
like you've done, we can have discussions on list about major changes.
I moved the terminology page to the very top of the Admin Guide. The
"basic concepts" at the top of the User Guide might be similarly
reviewed/revamped.
The list is relatively new, and we're still figuring out some processes as well.
