This is a critical no-no for user frustration. People don't react well to "under construction" pages. Rather have a page with notable content on it, which will keep the user focused on the site. It is okay though to have a small note that the page is under development, but content is king! Chances are that people will NEVER come back when confronted with a single "under construction" notice and no content.

This is my major at the moment, although I am still studying, I have a few ideas with regards to this. Count me in for help!
