Hi everybody,

I've written some instructions on installing,
upgrading, and creating a test site, aimed at newbies
or those that don't have command line access.  It only
makes references to phpMyAdmin and FTP.

I really hope these instructions are both clear and
useful.  Also, if people could try it out and provide
some feedback about the instructions, feel free to do
so.  I've been working on writing this all day so I
may have made some mistakes here or there.
