[drupal-docs] Handbooks page

Inspired by factoryjoe's mockup for wordpress's codex, I tried something 
similar for the handbooks page:

I think this will address the problem that people don't know where to 
look in the handbook. This page allows them to quickly scan for what 
they need without losing too much time.
