I've been thinking about this for a few days, and I have just a few 
concerns:

1) It should, I think, go in the "Developing for Drupal" handbook in a 
"Licensing" section as a sub page, which there is not one at the moment. 
There are often questions about licensing modules, etc. in the forums 
that could be addressed there with documentation. So we need a Licensing 
page first to attach this to.

2) Since it's not lawyer legal advice, it will be more credible if you 
can cite Dave Turner of FSF as the source. Would it be possible to have 
him review a final write up?

3) Given the legal nature of the advice, it's probably good to be 
extremely careful about the wording.

With these in mind, do you want to put up a draft as a documentation 
issue so that we can offer feedback? At that time, perhaps we can get 
some people motivated to put together some more general, other 
documentation to go along with it.
