Is the idea that this should be a "what Drupal features to use" piece? 
For instance, I don't know if this will help, but Matt Haughey of 
MetaFilter has an article, "Building an Online Community: Just Add 
Water" which is the kind of thinking I could imagine that would be 
useful, a different approach which is more about how to facilitate 
community.
