i don't have the answers as to how to clarify this. for instance,

i tried <dl>/<dt> tags, but it seems overkill, is a pain to code, and 
resulted in less readable text (because of the formatting). so i used 
<p> and <strong> tags, but this somehow seems wrong since normally i 
would create subheadings. i could certainly see the "Modifying the 
handbook modules pages for inclusion in Drupal core" end up being a 
separate page, but the rest is more usable listed together. meanwhile, i 
have other texts in the works that will have similar issues.
