As it's setup right now, we can can submit issues under "Documentation." 
  using the submit issues form

as it is. I been using it extensively on http://osddp.org, so I know 
that the project module is not optimum for documentation projects. I did 
try to edit the Documentation project

to add "Marketing" as a component, but it won't allow me to update the 
project since there is no CVS directory associated with it. So I've 
created an issue for this.
