Kobus asked by email whether we should post even smaller projects to the
project issues. While we might not need a proposal, it makes sense to me
that all projects should be managed through the project module. Does
this make sense?

I get a plain page, as if it was outside Drupal.org?
The link to authoring guidelines:
http://drupal.org/files/issues/authoring gives a 404.
http://drupal.org/files/issues/mailing-lists gives a 404 to.
http://drupal.org/files/issues/node/23743 404
Actually, the all give me 404s. Anyone else?

The URL's are formatted as relative URL's so that they will work in the
handbook. Right now, the text is stored in the "files" subdirectory of
Drupal, so they are not going to work properly for the moment.
