I created a new 'documentation maintainers' role on drupal.org and 
upgraded some accounts based on the names on Bryght's wiki page (see above).

I created a 'documentation project' at 
http://drupal.org/project/documentation.

You can submit issues through http://drupal.org/node/add/project_issue/. 
  (Admittedly, it is not the most user-friendly process.)

You can track documentation issues at 
http://drupal.org/project/issues/18753 or using 
http://drupal.org/project/issues/rss?projects=18753&states=1,2,8 if you 
are using an RSS aggregator.
