The documentation must continue to stress backups and creating and
maintaining a staging/test site. Perhaps adding ominus warnings about
not having them before you start the backup process would help. And
yes, I do expect the admin of a county level political party to have a
staging/test server. Even if that staging server is his/her local
desktop. If they are unaware of the importance of such, then the
documents should definitly reflect that.
There may even be election regulations abount backups of campaign
documentation but I wouldn't be the one to ask about that.
