This is huge issue.  There is so much expertise in our community that 
comes through on forums, comments, and mailing lists but it is only 
available to the very dedicated.

Personally I think that docs.drupal.org should be a small group of 
editors with write access.  There should be another level of 
contributors.   But we need a unifying voice, tone, and consistency for 
Drupal documentation.  I think doc.drupal.org is the place for it.
