[drupal-docs] Moving handbook to docs.drupal.org

I think that moving the hand book is a good idea, but not the extent 
people are suggesting.  I think the handbook might be reworked slightly 
to reflect a resource with "step by step" kind of instructions.  Some 
basic information about how the system works, tips and tricks, etc.  
Stuff that covers the FAQ kind of questions. 

Then, that give docs.drupal.org a fresh slate in which to build detailed 
documentation.

So, I think a happy medium would be something like a slow migration of a 
lot of technical related details (not there there is too much) to 
docs.drupal.org and leave the other stuff to the handbook.  It isn't a 
question of moving the handbook, it is a question of reworking it so 
that it integrates somewhat with docs.drupal.org.
