[drupal-docs] Moving handbook to docs.drupal.org

I think I am blushing.  ^.^;;

I pretty much can't code worth a dime...  and nor would I want to.  :)  
I can read what is written and understand what it does, particularly 
with such nice documentation as there is for the various hooks.   
Certainly not a developer.  In the uncomfy inbetween of knowing too much 
and too little.

I find Drupal really fascinating as a way to learn more about how things 
work, which is why I am interested in helping out.  Better basic 
documentation would surely lighten the load off the support forums.  
Even if people still ask questions, you can point them over to node/xxx 
, instead of having the same conversation over again.  Isn't that a pain?

To bring it back on topic, I do see that there are definite advantages 
to having one site dedicated to support.  You get that nice energy in 
making something new and better.  But you want to be careful about how 
you do it.  One nice thing about Drupal is there is one place for all 
the things you want...  one place to get the info, support, and 
development.  How will this affect everything?

Alternatively, you could simply go through each page in the handbook one 
by one on the list, and hold it up to inspection...  Does it present 
information in an easy to understand way?  Are there unexplained 
technical terms?  Is there information from other sources that can be 
incorporated?   Is there a way to make this more concise but still 
informative?  You can't really just merge documentation at command.  :)
