[drupal-docs] Moving handbook to docs.drupal.org

One thing I haven't heard mentioned is the audience these two entities 
are catering to.  If the handbook is for beginners, I don't see why more 
general instructions are there.  If the docs site is more hands on 
detailed stuff with some techy things thrown in - I don't see the problem. 

The details should be on docs.drupal.org and maintained there.  The 
handbook can change, but I don't see it changing as often since the 
information should cover just the basics and maybe a few fancy things 
here and there.

Consolidating all the current documentation, I think, it great but I am 
hearing the discussion turn into a discussion about how we the writer 
types and developers see it.  Let's not forget those who are just 
stumbling upon Drupal for the first time.
