[drupal-docs] Moving handbook to docs.drupal.org

I would agree with that (but a confusing community) because, having been 
a fresh newbie last summer, finding information in the documentation 
then and also on the forums was a little daunting.  Many things go 
unanswered, many questions are either missed or ignored.  I still see 
that happening.  And it is because some of the documentation is not 
friendly enough to the average user. 

So, yes, drupal.org is a user community, but it is a somewhat lost 
community.  I think it is important to redefine the hierarchy of how the 
documentation works.
