One suggestion regarding DocBook. What about trying to work with what 
OpenOffice offers:

 From what I have read, it appears that OO uses a simplified DocBook tag 
set. If if is enough for what the handbook needs, nice thing about 
OpenOffice is that

- I'm assuming many of us are using it already (if not, you should be ;)
- it's available for the Mac (in response to Boris)
- it might be a more user friendly method (i.e., new documentation 
writers can work within a word processor application that they might 
already know).
