[drupal-docs] support for static html handbook page

This is the page on support for static html...  basically a forum thread 
that has been stuck in there.

I think the original post's answer is in the 2nd post (you can reference 
static pages by node.php?title=text), and the rest doesn't contain any 
applicable info.  I don't quite trust my judgement on that, though.  
Isn't there a little more to be said?  Like, for example, using the 
'page' content type?
