[drupal-docs] support for static html handbook page

I don't have those priviledges, but I'll write up something.  In the 
mean time, perhaps someone can unpublish that page, since it seems that 
it's giving out completely wrong information.

Is there a way to refer to static pages similar to the way referred?  
like ?=[page title] ?  I tried it on my site, and it brought up the 
static page, but then it also brought up a lot of other content 
underneath.  Other than just referencing the node (probably the best 
way, really...  did that discussion about being able to add a static 
page to the menu at the time of editing go anywhere?).

I will also add in a bit making static pages your home page.
