A lot of hosts are preventing you from calling wget right now.  I 
believe there is known exploit and we have had some people on the 
CivicSpace community list complain that they can't get cron.php working 
on their site because their hosts shut off wget.   Not sure if that 
includes calling wget from inside Cpanel.
