Okay, so, basically...

You have the command line thingies for people on unix who can use them. 

For shared hosting people (like me!), you can tell them to check their 
control panel for something that looks like cron, failing that, to ask 
their host.  If their host says sorry, no can do, then they move on to 
the poormanscron: http://drupal.org/project/poormanscron .
