[drupal-docs] Handbook v2

I believe it was stuck at a crossroads sort of point.  One way was to 
modify the current book module to suit certain needs as outlined in 
Boris's original page, the other was to import in LaTeX/DocBooks.  
People seemed excited at the idea of importing in DocBooks, but I don't 
believe anyone actually took it up.  At that point, the discussion 
rather stalled.
