Why not edit the Drupal handbook outline at

http://drupal.org/admin/node/book/253

This allows for multiple outline position editing very quickly, no three 
clicks. 'Course it's a little cumbersome with large books, but this 
seems to be what you've been looking for in terms of an easy way to 
reorganize.
