[drupal-docs] Handbook v2 - "About Drupal" proposal

Oh yeah, thanks for reminding me about that.   I kinda think it would  
make sense as a subset of the Features section.  So under Features we  
would have a section highlighting the technical structure of Drupal.

Does that make sense?  I would like to move forward on implementing  
these changes soon.  Can people weigh in about how to do this.  There  
seem to be two strategies:

Option 1: (this is what I would like to do)
Build the new structure and documentation in the new About Drupal  
handbook v2 (http://drupal.org/handbook/drupal)
Once it is finished point the current General information about  
Drupal to it, fix aliases to prevent broken links.  ie. Make it live.

Option 2 : (I think favored more by Djun and Dries)
Rename "General Information about Drupal" (http://drupal.org/about)  
to "About Drupal" and start moving pages around in the live handbook.
Add / delete pages where needed.
Create redirects if any pages are deleted to new content.

This is really where we need a decision on who that benevolent  
dictator(s) are going to be.  I feel like we are spinning or wheels a  
little bit and having some strange parallel conversations and work.   
We all want to help but I don't really know that we/I are working  
together very well.
