[drupal-docs] Everything you wanted to know about the Drupal documentation process(for admin/help)

Hi, I received a flurry of feedback on the documentation sprint.  In  
an effort to set an example, and address the constructive criticism  
that I received I have put together a series of documents.  I put the  
documents in a wiki, because I want them to be edited and modified by  
you.  Hopefully, they can act as a starting point for future  
documentation projects.

We have completed a first pass of documenting all admin/help text for  
all 60 modules.   We need help editing, rewriting, and applying the
