It's likely that it was/is so basic that it never got covered.

* In your navigation menu, create content -> book

...which doesn't really talk about about book outlines a whole bunch.  
You've got "root" books, which are the top of the hierarchy, and  
pages can be organized underneath it. Also, *any* type of content  
(blog post, image, etc.) can be added to a book hierarchy by  
selecting the "outline" tab.
