[drupal-docs] establishing a process/workflow for creating, submitting, editing documentation

Sounds great, as long as Dries is willing to install it on drupal.org.

Plus, I just realized that we don't have to get book maintainers to 
subscribe; rather, we could subscribe the drupal-docs list using 
notify.module. Set the module to run once or twice a day, and everyone 
would get a notification as part of this list subscription.
