[drupal-docs] Admin help longs to be read by skilled Drupal user

Could we add a note at the top of each page that

1) Gives the Drupal version number
2) Explains that a duplicate of the text is available in admin/help for 
that version and that many of the links will then link directly to the 
relevant pages in their site.
