Did you ever work out what that actually means?
Given that this is the number one problem for admins I think
it would be good to know exactly what the problem was.
"Inconsistency" could refer to a number of things, and if you
improve the documentation for the wrong thing you could make
matters worse.
Some things that could be inconsistent:
Which theme engine does a theme use?
If I want to offer two themes which use different engines
can I keep all the features of my site?
Which blocks/regions does a theme display?
Does a theme display all elements (mission, title, logo etc)?
Does the theme have bugs in display?
Does the theme have cross-browser problems?
Do two themes I want to use put elements in different and
inconsistent place on the screen?
