OK, good. Because the first two of those issues are easier to
address than the others. And the third is after all what themes
are all about... flexibility.

Have consistency problems been reported against core themes?
Or is it just contrib themes that have issues?

Perhaps there needs to be some level of validation before a
contrib theme is promoted to the download page?

Or maybe the vapour-ware module and theme rating system
would help address this issue... only themes that work
reliably and consistently would achieve a good rating.
And if someone downloads a low-ranked theme then they
should expect problems.
