Sounds good. But... the devil is in the details.

Do you want to move the code to CVS? If yes, then only people w/ CVS  
accounts could send in code scraps and that's not too good IMO.

If you do not want to do that, then what? Enable uploads for project  
nodes? That will lead to confusion, I am afraid...
