[documentation] snippets book

Dubs original suggestion was a code repository of sorts.  While I agree in principal it's a great goal, I am not convinced we have to setup/people/infrastructure for it.  This A) can happen now within the existing structure and B) always be changed when spiffy cool stuff is ready later. :)
 
I think top level book as well, but if we do that there may be other considerations that go with that and it's easy enough to move that's to Drupal's flexible architecture....   :)

I didn't mean that we should leave the decision to one
person, I just think Dub might have some ideas about
how to proceed. 

But nevermind all that, the proceeding has already
proceeded.  Let us proceed. :)
