[drupal-docs] Tag handbook pages with major versions

I am proposing that we use taxonomy (or tagging, if you prefer that term) for
the books.
Then a book page will just show:
----------------------------------------------------------------------
Make a Foo in a Bar Release 4.6 | Release 4.5
By John Doe ....
Lorem ipsum .....
----------------------------------------------------------------------
Simple.
And when the page does not, or no longer apply to 4.5 that term is deselected.
When itis upgraded to work for 4.7, the 'Release 4.7' term is selected.
Nothing with shadow books, fallbacks, revisions etc. KISS, please.
