[drupal-docs] Why we decided to add reference to the drupal handbook in administration help

Hi, we are adding "For more information please read the configuration  
and customization handbook modulename page" to every administration  
help page.

We can not provide adequate and exhaustive help in the administration  
help pages.  As a trade off for standardizing and shrinking help we  
are referencing the http://drupal.org/handbook/modules pages.

If we don't link then we have made the documentation available to  
users worse in some cases.
