[documentation] Added "Documentation in CVS" as a component of the Documentation project

Hope no one minds, but I added a new component to Documentation project called
"Documentation in CVS".. this is for things like the FAQ, the Forms API
reference/QS guide, the hooks documentation, etc.

There wasn't a real good place to put these before... "Developer Guide" is
intended to be about the actual developer handbook @ Drupal.org, and "Misc" is
too general for these specific kinds of things. As a bonus, those of us with CVS
access can easily search for documentation issues around the CVS docs and change
them if we have a chance.

If this was a huge no-no, feel free to revert. I think it would be helpful though.
